In June 2023 the Department of Premier and Cabinet’s (DPAC) Literacy Advisory Panel released its Final Report to Government: Lifting Literacy. The Report includes a community-wide framework and 23 priority recommendations to improve the literacy of all Tasmanians.  

These recommendations include two significant changes for Tasmanian schools: 

  1. All schools adopt a consistent evidence-based approach to the teaching of reading based on the latest research.
  2. All schools adopt the Multi-Tiered System of Supports framework (MTSS), which is a tiered approach to intervention ensuring every student gets support when they need it. 

Our commitment to lifting literacy

The Department for Education, Children and Young People (DECYP) is committed to:

  • Giving children the best possible foundation for reading through our Early Years Programs and support to parents and carers.
  • Introducing a structured and evidence-based approach to teaching reading and supporting those who need extra help through our school system.
  • Providing literacy support for adults and the community through our libraries and adult literacy service.

Our implementation plan

The Department for Education, Children and Young People’s three year Lifting Literacy Implementation Plan 2024-2026 is guided by the Department of Premier and Cabinet’s three year whole-of-government implementation plan.

Reporting and monitoring progress

A report on progress made by DECYP to lift literacy during the first year of the implementation plan will be publicly available in February 2025.

The Outcomes Monitoring Group was established by the Premier to provide independent oversight on the progress and outcomes of the Lifting Literacy community wide framework. DECYP shares progress reports with the independent Lifting Literacy Outcomes Monitoring Group twice a year, and this group reports to the Premier with the same frequency.
